Wealthiest Russians Fund Over 1% of State Spending Through Donations
Russia’s wealthiest individuals have provided more than 471 billion roubles, or over $5.6 billion, to the state budget through what government documents describe as “voluntary receipts” this year, according to Reuters. The contributions followed a closed-door meeting between President Vladimir Putin and leading Russian businesspeople in March, many of whom are under Western sanctions.
The donations are helping offset Russia’s widening budget deficit, which is expected to reach 7.3 trillion roubles, or 3.2% of GDP, in 2026. Without the contributions, the deficit could have reached 3.4% of GDP, according to the budget figures. The donations have also exceeded revenue expected from the country’s corporate windfall tax.
Russia is seeking additional sources of revenue as government spending remains high, particularly on military and security programs, which are planned to account for 38% of total budget expenditure this year. The government is also planning further tax increases for 2027 and is targeting additional revenue from areas including bank deposit income.
